The Right to Education Act to impart free and compulsory education to children aged between 6 and 14 is just the first step.

The U.S. and India face some common concerns too. There is no education ministry in either of the nations and both have a decentralised system of education. This results in a sluggish pace of positive changes and implementation of schemes. However, neighbour Sri Lanka structured teacher appraisal system in its reforms in the 1990s.

There is no denying that great teachers create great value. According to a study by economists at Harvard and Columbia Universities, a good IV grade teacher makes a student 1.25 per cent more likely to go to college, and 1.25 percent less likely to be a teenager mother. As an adult, each student will earn on an average USD 25,000 more over a lifetime. On the contrary, a really poor teacher can have an impact that can be equated with a child missing 40 per cent of the school year. The study, which involved a database of one million students, also shows that parents should pay a bad teacher to retire to avoid the long-term damage to students.

Performance-linked incentive system has been a discussion issue in India too. So, should teachers be incentivised on the basis of their performance? Is it correct to hold teachers accountable for their students’ performance? And most importantly, do we have a flawless system to measure it? A random evaluation of an incentive programme implemented across government-run primary schools in rural Andhra Pradesh, which provided bonus to teachers based on average improvement of their students’ test scores in independently administered learning assessments (with a mean bonus of 3 per cent of annual pay), showed that after two years students in incentive schools performed better than those in schools with no such incentives by 0.28 and 0.16 standard deviations in math and language tests, respectively. It was found that there was an actual increase in learning outcomes and such schools also performed better in subjects for which there were no incentives. However, till date, the empirical data in India is limited and mixed. Click here to read more...

Let’s head to a ‘Spice’y Hot Spot

After selling off his telecom business to Idea and speculations rife on the sale of his mobile business to Sony Ericsson, B. K. Modi is still betting big on mobile retail. surbhi chawla analyses what makes this business worth keeping for the Modi camp?

It couldn’t have been easy for Bhupendra Kumar Modi, the man who brought mobile phones to our country, to exit the telecom sphere, and that too at a time when the sector is growing exponentially. Let’s head to a ‘Spice’y Hot SpotBut even after selling Spice Communications to Idea Cellular, he stands tall and states unabashedly that, “Our Spice brand and the mobile retail chain – Hot Spot would remain with us.” In fact, B. K. Modi is so bullish about the mobile retail venture that big plans are being charted out and an IPO by the end of this year is also on the cards.

With India becoming the second largest telecom market of the world with about 212 million GSM connections (for June 2008 by COAI), and still growing steadily at 18% per annum, there seems to be plenty of scope for the handset market too. The market is pegged at Rs.750-Rs.1000 billion and is growing at a whopping CAGR of 60%. Little wonder that players like The Mobile Store (promoted by Essar & Virgin) Motostore (promoted by Motorola), mbazaar (promoted by Future Group), RPG Cellcom and Subhiksha Mobile have already joined the mobile retail bandwagon....Continue

Ma, we’re re‘pink’ing our strategy!

US slowdown is affecting employment across the globe, but the financial services sector leads the rest

Steven Tyler never uttered these words! But his group’s song was the rage of the 90s – ‘Pink is my favourite colour’, by the raucous Aerosmith! And you’ve been of late noticing how your boss has started crooning the song whenever you pass him by. Relax, it’s just a coincidence. Research shows that when bosses want to throw you out, they don’t sing Aerosmith songs :-) More seriously, international experts have been strongly commenting since last quarter that recession would not necessarily affect the skilled employment market that fast, especially in developed countries. Closer home, Dr. Naresh Malhan, MD, Manpower India comments that the impact on new recruitments “would not be imminent... especially when most businesses are plagued by talent shortage.”

On taking a global perspective, B&E realised that irrespective of how many experts we could put on one side of the table, it was the pink slip strategy that coloured every aspect of our finding, on whichever sector we touched. And there’s no better example than the global financial sector, with the sub-prime mistress raking in every penny uttering its name....Continue

A, B, C, D...

Army, blood, curfew & death!

The sheer magnitude of this so-called struggle for survival is so very large that it is engulfing almost everything.

This on-going devastation in the cloak of survival, peace or security is actually destroying most innocent lives. More than 2 million children have died & 12 million have been physically disabled or injured during the last decade due to these on-going wars. From Israel, Palestine to Yugoslavia & Sierra Leone, all these countries have not only used youngsters for wars, many more have become unwanted victims of crossfire. In Palestine alone, about 119 children have been killed directly & more than 700 due to the uprising. These ruinous wars not only leave children injured, orphaned & homeless, but also vulnerable to illness transmitted through unclean & poisonous environment, exacerbated food & water quality. This is complimented with psycho-social turmoil. War in essence gets over but the remnants linger in the premature minds of the hapless children. Almost any rational, would agree that these most innocent lives should be spared from these acts of violence. But such loft y proposals remain confined in the commission reports & seminars only while execution remains impractical. The reality however is far different.

Interesting times await India as marketers let loose wit, humour and grit to take competition head on...

What follows is grins at the initiator’s office while temperatures flare on the other side of the wall. The scene at the hurriedly called meeting is anybody’s guess; clenched teeth and banging fists. But everything squares up after an equally insulting counteract is thrown. And the wars go on and on. Globally, consumers witness rivals outsmarting each other almost on a regular basis, however, the Indian consumer has not been so lucky. But, interesting times are finally here. The Indian market place has been blazing and buzzing with daring, tongue-incheek and smart ass communication, which hit competitors below the belt while leaving the audience in splits and yearning for more...
